Thirty-one government officers from Ministries, Departments, and Agencies (MDAs) have successfully completed a two-week intensive training in the Certificate of Financial Implications (CFI) – Integrated Regulatory Cost-Benefit Analysis. The certification ceremony was held at the Pearl on the Nile Hotel, Jinja, marking another milestone in Uganda’s efforts to institutionalize evidence-based and fiscally responsible policymaking.

The Public Investment Management (PIM) Centre of Excellence at Makerere University successfully concluded a two-week training on the Certificate of Financial Implications (CFI) – Integrated Regulatory Cost-Benefit Analysis, equipping 34 economists from various Ministries, Departments, and Agencies (MDAs) with critical policy evaluation and fiscal analysis skills.
Strengthening Capacity in Public Investment Management: Two-Week Training Underway in Fort Portal
Fort Portal, August 18, 2025 — The Public Investment Management Centre of Excellence (PIM CoE), in collaboration with the Ministry of Finance, Planning and Economic Development (MoFPED) and Cambridge Resources International (CRI), has kicked off a two-week intensive training on Economic Appraisal and Stakeholder Analysis for public officers from various Ministries, Departments and Agencies (MDAs). The training, taking place from August 18 to 29, 2025 in Fort Portal, marks the final module of the Investment Appraisal and Risk Analysis (PIAR) II Course.

The Ministry of Finance, Planning and Economic Development (MoFPED), in partnership with the Public Investment Management Centre of Excellence (PIM CoE) at Makerere University, has launched a two-week capacity-building training on the Revised Guidelines for Financial Clearance. The training, running from August 25 to September 5, 2025 at Pearl on the Nile Hotel in Jinja, is equipping government officials with critical skills to strengthen fiscal governance and evidence-based policymaking.
Inaugural Public Investment Management (PIM) Conference
The Minister of Finance, Planning and Economic Development, Hon. Matia Kasaija, has outlined Uganda’s economic growth prospects through strategic public investments aimed at achieving sustainable development and transforming lives, particularly for the youth. He highlighted this vision during the inaugural Public Investment Management (PIM) Conference, held on Thursday, October 17, 2024, at Makerere University.
WHO WE ARE
The Public Investment Management Centre of Excellence (PIM CoE) at Makerere University owes its origin to the ongoing reforms in government aimed at improving returns on Public Investment. The Centre was officially launched on 10th March 2022 by the Minister of Finance, Planning and Economic Development Hon. Matia Kasaija, and is currently receiving support from the Government of Uganda. The Centre was established with funding from the Foreign Commonwealth Development Office (FCDO) administered by the World Bank with the main objective of sustainably building capacity in Public Investment Management in Uganda.
