Dr. Willy Rwamparagi Kagarura (PhD) is a Lecturer in the Department of Policy and Development Economics, School of Economics, College of Business and Management Sciences, Makerere University. Willy is the Manager for the PIM Centre of Excellence at Makerere University under the current funding from FCDO administered by the World Bank. He holds a PhD in Economics from Makerere University (2013), a Master of Arts in Economic Policy Management (EPM) 2000 from Makerere, a Diploma in Income Tax Administration (DITA) from Uganda Management Institute (1995) and a Bachelor of Science Degree in Economics (1990) from Makerere University. He worked as a Short-term Consultant with the World Bank for the period 2011 to 2018 at the Uganda and Ghana Offices. Has experience in economic analysis, monitoring and evaluation of projects gained from Consultancy, University teaching, Tax Revenue administration and working with Government and International organizations. At the Bank, he worked on the Domestic Resources Mobilisation Project (DRM) aimed at revamping Uganda’s revenue potential (2017), worked ith the team that produced the Uganda Country Economic Memorandum (CEM), the Systematic Country Diagnostic (SCD) and various versions of the Uganda Economic Update. He prepared a project on establishing a Centre for Public Investment Management at the School of Economics, Makerere University. Has participated in training Government officials on improving the Public Investment Management (PIM) system in Uganda; supported the implementation of the Ghana Social Opportunities Program (GSOP) and its sustainability component – the Complementary Income Generation Scheme for the Targeted Poor in the Upper East Region, funded by the Japanese Social Development Fund (JSDF); participated in the preparation of the Youth Opportunities Project (YOP), the Production and Life Skills support component of the main Liberia Social Safety Nets Program (LSSN); worked in the Technical and Administrative Support Unit of the Joint Budget Support Framework (JBSF), that supported the multi-donor trust fund coordinated by the World Bank. Has massive experience in Social protection and Social Safety Nets programs towards poverty reduction. He has trained in the two levels of PIAR and attended a Training of Trainers facilitated by CRI under Queens University in Ghana (December 2021).
